Brooks’ last position with The Boeing Company was Vice President, Enterprise Subsidiary Integration, Government Operations in Washington, D.C. where he was responsible for optimizing enterprise integration of Boeing subsidiaries, joint ventures, and investment partners. Prior to this, he was Vice President of Defense, Space and Security, liaising with the Pentagon, NASA, and the Department of Homeland Security, and Vice President of Army Systems. Prior to Boeing, Brooks served in the U.S. Army for 27 years, commanding units including a Brigade in the 82nd Airborne Division and serving as Deputy Commanding General of 1st Armored Division in Germany, Commandant of Cadets at the United States Military Academy, and Vice Director of the Army Staff, Office of the Chief of Staff, in the Pentagon. Brooks holds a Bachelor of Science degree from the United States Military Academy and a Masters in Public Administration from the University of Oklahoma. He is a Senior Fellow of the Syracuse University, Maxwell School of Government, National Security Studies Program, and was awarded an Honorary Doctorate of Laws from the New England School of Law-Boston. Brooks is currently on the Board of Directors of the District of Columbia College Access Program and America’s Public Television Stations, as well as the Chairman of the Awards Committee on the Advisory Board of the Association of the U.S. Army and a member of the Council on Foreign Relations. Brooks has received numerous awards, notably the Army’s Distinguished Service Medal in 2006, the Freedom Team Salute Award for outstanding service to the nation by the Secretary of the Army in 2007, the Black Engineer of the Year 2009 Military Leadership Stars & Stripes Award, later being inducted into the Hall of Fame in 2014, and the Black Engineer of the Year 2019 BEYA Career Achievement in Industry Award.

Lieutenant General Terry R. Ferrell Training Advisory Board Terry R. Ferrell (born 1962) is a retired lieutenant general (LTG) in the United States Army with 37 years of service, who last served as the commanding general of United States Army Central from March 8, 2019, to August 4, 2021. A native of Logan, West Virginia, Lieutenant General Terry Ferrell was commissioned in 1984 as an Armor Officer upon graduating from Marshall University. His assignments include multiple joint and operational tours, and staff assignments at numerous levels, as well as several commands. Highlights include commanding 3d Squadron, 7th Cavalry Regiment, 3d Infantry Division (Mechanized) based in Fort Stewart, Georgia, and deployed in support of Operation JOINT FORGE and Operation IRAQI FREEDOM. He then commanded 2d Brigade, 3d Infantry Division (Mechanized), and deployed in support of Operation IRAQI FREEDOM. Following Brigade Command, Lieutenant General Ferrell assumed duties as Chief of Staff, 3d Infantry Division (Mechanized) in Fort Stewart, Georgia. After his tour as Division Chief of Staff, he assumed duties as Assistant Division Commander (Support) and later Assistant Division Commander (Maneuver), 2d Infantry Division in the Republic of Korea. Following his return to the United States, Lieutenant General Ferrell served as Commanding General, National Training Center at Fort Irwin and then commanded Combined Joint Task Force Horn of Africa (CJTF-HOA), Djibouti, in support of Operation ENDURING FREEDOM. Most recently, he served as the Commanding General, 7th Infantry Division in Joint Base Lewis-McChord. LTG Ferrell's military education includes completion of the Armor Officer Basic and Advanced Courses, Combined Services Staff School, Command and General Staff College, and the United States Army War College. He holds a Bachelor of Arts degree in Counseling and Rehabilitation from Marshall University, a Master of Business Administration from Central Michigan University, and a Master of Strategic Studies from the United States Army War College.
