    General Counsel < Back BILL BLOCKER General Counsel William (Bill) Blocker, General Counsel and Secretary of Valiant, is responsible for Valiant’s legal affairs and compliance team, including serving as counsel to its senior leadership. Bill joined Valiant in 2018 as an associate counsel. Prior to Valiant, Bill was the Deputy General Counsel for the State Health Office of the Florida Department of Health. Prior to that he was the Medicaid Finance and Health Systems Chief Counsel at the Agency for Health Care Administration (AHCA). He joined AHCA after serving 6 years as an Assistant State Attorney in the Second Judicial District of Florida. He spent four years on active duty as a U.S. Marine in the late 80’s and early 90’s. Since then, he has been active in the United States Marine Corps Reserve. He was also attached as a Sergeant to Royal Marines Reserve Bristol, UK. Bill has a Juris Doctor (J.D.) degree from Florida State University College of Law, a Master of Strategic Studies from the US Army War College, and a Bachelor of Arts in History from University of North Carolina (Chapel Hill). Bill lives in Reston with his wife Shannon.

Valiant Awarded $54.2M Contract to Provide Simulations and Training Support to U.S. Army at Joint Base Lewis-McChord Mission Training Complex. 23 Jul 2025 HERNDON, VA, July 23, 2025 –  Valiant announced today that is has been awarded a 5-year, $54.2M contract by the U.S. Army to provide Simulations and Training Support Services for the Joint Base Lewis-McChord (JBLM) Mission Training Complex (MTC), Yakima Training Center, and other exercise locations. Simulations and Training Support is focused on home station Army Mission Command Training Strategy and JBLM Senior Commanders’ training for I Corps, 7 th Infantry Division, and JBLM stationed and supported units of Brigade size and smaller. Under the contract, Valiant will deliver leader and staff mission command training and simulation support, individual and collective mission command information systems training, gaming simulations, cyber risk management framework activities, networking, physical security and property management. These services support U.S. Army Title 10 training, deployment training events, and Mission Rehearsal Exercises (MRE) to facilitate Joint, Combined, staff, and leader constructive training. Search About our Leadership Development Programs Valiant offers a wide range of leadership development programs to help employees develop their knowledge, skills, and ability as a leader. Our leadership programs offer different instructional methods to complement individual learning styles and potentials. Opportunities can include in-person or virtual classroom training, online self-paced learning, special job assignments, mentoring and coaching, on-the-job-training, and participation on special task forces. Our variety of program components can include leadership training, technical training, goal setting and performance management support, attendance at leadership development conferences, rotational assignments, book clubs, networking opportunities, and more! Next Exec™ is a prestigious learning program at Valiant that focuses on developing our future executives and senior leaders. The program places a strong emphasis on exploring self-awareness through various assessments, including 360 reviews. By gaining a deeper understanding of their strengths, and areas for improvement, participants are equipped to create individual learning plans that will enable their professional growth. Each cohort receives unique opportunities to network and collaborate with senior level executives, mentors, and other Valiant leaders. Through enterprise project management, candidates can gain valuable experience working on cross-functional teams and driving impactful projects. Additionally, Next Exec™ candidates will define their individual leadership philosophy through internal and external leadership courses and book discussions. This comprehensive approach to leadership development helps ensure that Next Exec™ candidates have the skills, knowledge, and confidence needed to succeed in senior leadership roles and drive Valiant's continued success in the future. PM Training Program and Community of Excellence The PM Training Program and Community of Excellence is a comprehensive learning initiative at Valiant that is specifically designed to provide project managers and deputy project managers with the latest information on Standard Operating Procedures (SOPs), policies, and best practices for project management. The program is developed in collaboration with Valiant’s Business Line Leaders (BLLs) and is intended for leaders from across the enterprise who have P&L responsibility and/or direct program leadership duties. The program covers a wide range of topics, including project planning and execution, risk management, financial management, stakeholder management, and more. Each presentation is delivered by subject matter experts and recorded for later viewing on Valiant University, allowing other team members to access the content at their convenience. Additionally, the program includes a Community of Excellence, where project managers and deputy project managers can connect, collaborate, and share best practices with each other. This approach to project management training and development helps ensure that Valiant's project management community has the knowledge, skills, and resources they need to drive project success and contribute to the organization's overall mission and objectives. Leadership Mastermind Leadership Mastermind is a nine-month long course that aims to develop and enhance leadership skills among a select group of leaders each year. The program is designed to provide these employees with relevant and timely leadership and management topics through a monthly virtual group discussion format. This approach allows participants to experience diversity of thought and perspectives, increase their leadership and management knowledge, and build new relationships with other Valiant leaders. Valiant’s Leadership Mastermind program is a unique opportunity for participants to engage in meaningful discussions, learn from each other, and gain valuable insights and strategies to help them become more effective leaders. By bringing together a diverse group of leaders, the program creates a collaborative and supportive environment that fosters learning and growth. Through Leadership Mastermind, Valiant is investing in the development of its leaders, and helping them to build the soft skills and knowledge they need to succeed in their roles and drive success.
