Vice President and General Manager of Operations and Maintenance Management < Back CHARLES PHILLIPS Vice President and General Manager of Operations and Maintenance Management Charles (Chuck) Phillips is the Vice President and General Manager of Valiant’s Operations and Maintenance Management (O&MM) business line. Since joining Valiant in 2023, Chuck formerly held the positions of Program Director, Regional Operations Manager, and Director of Operations. As the Vice President of O&MM, Chuck is responsible for profit & loss, contract operations, personnel management, and project delivery for a portfolio of approximately $140 million. He also manages domestic and global projects providing O&M for medical treatment facilities and military base operations support; critical infrastructure construction; and logistical support. Prior to his work for Valiant, Chuck worked for Pacific Architects and Engineers (PAE) for six years as a Director and Program Manager for contracts with individual values up to $160M, providing operations and maintenance (O&M), construction, and logistics. He also served as Program Manager for the Department of State, OBO Consulate Facilities in Iraq and Afghanistan; Department of the Navy/ Naval Facilities Engineering Systems Command (NAVFAC), Guantanamo Bay, Cuba, NAVFAC Base Operations Support at Djibouti, and Marine Corp Air Station Iwakuni Japan. His professional experience includes several international projects in Ad Diwaniyah/ Al Kut, Iraq; McMurdo Station Antarctica; Ethiopia/Kenya/Djibouti Africa; and Al Hillah, Iraq. Chuck also led the COVID relief program for the Navajo Nation in 2020 and 2021 setting up hospitals, quarantine facilities, and mobile testing sites. Chuck holds a Bachelor of Business Administration from Stephen F. Austin State University. In addition, he is certified and trained in Construction Quality Management for both the United States Army Corps of Engineers (USACE) and NAVFAC.

Joining Valiant in 2017, Jason held the position of Director Supply Chain & Procurement - Expeditionary Logistics Division. Promoted to the Vice President of PL&S, Jason is responsible for profit & loss ownership in excess of $150M revenue annually, operational full line food supply, facility management, base operating support, catering and supply chain customer base, including the United States Defense Logistics Agency (DLA) and the United States Naval Facilities Engineering Systems Command (NAVFAC). He also manages Valiant’s long-term Subsistence Prime Vendor (SPV) Middle East & Africa program. With over 20 years of experience operating full-line food distribution, large-scale catering, facility management, and base operations support contracts, Jason has led operations in Afghanistan, Ivory Coast, Iraq, and the United Kingdom for customers including the Department of Defense, United Nations, United Kingdom Ministry of Defence, and North Atlantic Treaty Organization (NATO). Vice President and General Manager of Global Training & Readiness < Back DAVID DETZ Vice President and General Manager of Global Training & Readiness David (Dave) Detz is the Vice President and General Manager of Valiant’s Global Training & Readiness (GT&R) business line. Since joining Valiant in 2019, Dave has held positions of increasing responsibility from Program Manager to Senior Program Director to his current role as Vice President. As the Vice President of GT&R, Dave is responsible for more than 40 programs supporting the United States Department of Defense, its allied partners, and other international organizations in service areas including ground and aviation training, simulation, and readiness; advanced logistics and sustainment; Intelligence and analysis support; defense threat reduction; and contingency and stability operations. Dave has successfully led the Army’s Joint Readiness and Training Center (JRTC) Mission Support Contract for the past 14 years. Under his leadership, JRTC is recognized by the U.S. Army leadership as a world-class training program. Prior to his work at JRTC, Dave served 23 years in the United States Army. He held multiple leadership positions including Battalion Commander, Executive Officer, Operations Officer, and Platoon Leader. Dave holds a Master of Science degree in Business and Organizational Security Management from Webster University and an undergraduate degree in Criminal Justice from Edinboro University. In addition, his professional credentials include Certified Program Manager Professional, Certified Safety Professional, and a Six Sigma Green Belt. Dave and his wife April reside in Louisiana and have two children and four grandchildren.

Valiant Integrated Services Awarded $73.3M Contract to Support the Korean Battle Simulation Center for the U.S. Army 31 Mar 2025 HERNDON, Va., March 31, 2025 – Valiant announced today that is has been awarded a $73.3M contract by the U.S. Army to provide Operations Support Services for the Korea Battle Simulation Center (KBSC). Peter Capwell, Valiant’s Chief Operating Officer, says “We are very excited to have an opportunity to deliver operations support to KBSC that delivers cost-effective combined, bilateral, and joint warfighting readiness training for Combined Forces Command, United States Forces Korea, Eighth U.S. Army, INDOPACOM, U.S. Army Pacific, and U.S. Army Japan. Valiant’s experience working in the unique KBSC environment allows us to continue to deliver professional, critical training for U.S. and allied forces in the region.” The KBSC operations support services are provided to the Combined Forces Command/U.S. Forces Korea, U.S. Army Pacific, U.S. Army Japan, U.S. Indo-Pacific Command, and international partners. The contract supports collective and leader battle staff training for joint/combined exercises from the battalion through theater level. In the 5-year contract, Valiant provides functional, technical, and operational services—including planning, coordinating, and executing computer-assisted exercises. Valiant’s KBSC team is experienced in warfighting doctrine, training methodologies, and data analysis while being proficient in model, model federation, and networks—all needed to support the dynamic KBSC mission.
